The admin file looks fine, no wrong "'s or {}'s are used, so that file should be ok. Also make sure you never duplicate the Steam_id, not sure what will happen to the rights of that person, might not work when he's in the list twice.

For the lvl thing, we could just make em all lvl 0, i just gave them levels, so a lvl 10 couldn't play Vagalion/devil crab/... right away, if the majority would like all the donators to go to nil, it will be done. Mind that the lvl barrier isn't THAT big, it's like lvl 400 vor the highest donator race.

Are all the races now working for the players ?

well it is not the cuz of my lvl, i did have the chance to play a donating race for 5-10 min before it disapered again :S

Agreed but 400 levels aint a massive amount of levels so if the highest one was 400 then after you have played the first load of races you will have enough levels to play the others

yeah 400 is nothing really , still need loads to catch upto me
