well its easy go to

forums tab - user control panel - Usergroups Tab and then check the community member and click submit.

but as i can see its closed atm.

i got kicked from watcher/community member as well cause i was inactive

If you are talking about becomming a community member then the way I've learnt is to go to the 'about' tab and select 'join us!'

You will then have to fill in a few details about yourself and it'll be looked at.

Another way is that you become a donater to keep the site and servers running (It's quite costly you know!), as for that one I can't remember what you are given in the way of privilages.
