So, like normal people were playing on WCS server and the map was aim_icemap, and there was 2 people under the map shooting and killing other people. And all others complained about it. So i was wondering is it allowed to be under that map? They got in there with the race "Dragonfly"

That is exploiting a Map bug so no they should not be under there.

Didin't know the map had such low walls ( even not visible walls ). This is one of the down sides of wcs mod & normal maps
