Nope.
However they can "extend" their arm into the hosting company for "abuse" the their ISP may or may not cut the service, even with regular adsl/cable/fiber ISP clients if there are suspicions of criminal activity, most of the times with the "terrorist excuse".
I used to work on a major ISP, one of my works was precisely getting who owned a certain ip at a certain time when asked by our "feds", most of those enquiries came from the USA (around 95% of them)
However, if the domain is hosted (either registered or its main DNS) in the USA, they cut service without notice.
Sometimes I get into some very awesome discussions about freedom of speech and act (not really anarchist), and by the time being, the USA is the worst country in the world (even worst than communists) about freedom, anyone can get into jail cause of saying fuck in facebook, or posting tits... FFS
